Vietnam is stepping into the future with an ambitious plan to become a regional fintech and financial powerhouse. The government’s comprehensive national strategy includes fostering innovation in digital banking, expanding access to financial services, and promoting secure, cashless transactions, according to OpenGov Asia.
To drive this vision forward, five key tasks have been identified:
1) Modernising the Legal Framework – Establishing a transparent, open, and internationally harmonised legal system aligned with global standards to attract both domestic and foreign investors.
2) Developing a High-Quality Financial Workforce – Investing in the training of professionals in governance, operations, risk management, and dispute resolution. This includes international internships and exchanges to gain practical global experience.
3) Infrastructure Development – Building a comprehensive ecosystem to support financial services, with a strong emphasis on emerging technologies such as fintech and blockchain, to enhance Vietnam’s competitiveness in the global financial market.
4) International Collaboration – Strengthening engagement with global experts and investors to attract the capital and knowledge required to establish world-class financial infrastructure.
5) Unique City Advantages – Advancing two distinct financial centre models:
• Ho Chi Minh City as the country’s primary fintech hub, home to over 50% of Vietnam’s fintech startups.
• Da Nang as a multi-component ecosystem integrating international financial services, fintech and techfin platforms, and essential business services such as legal, accounting, and consulting.
